Well thats a good question. I only apply Vehicle Mods, so I can only tell you how to do that. (sorry I don't know how to do anything else.)

But first of all, you most likely need to downgrade your game to version 1. that is what I did.

On google type in: ';san andreas downgrade patch';

Once you have succesfully downloaded that it is time to download SAMI (san andreas mod installer)

Once you have downloaded that find a good site to download mods from. (I request gtagaming.com)

Go to the top of the screen where it says san andreas. then scroll down to the right. there will be a place called modifications. click on vehicle mods. scroll down and choose the one you want.

click download.

(you may need to download WINRAR or WINZIP to open this file, but i am not sure.

Once the download screen is up press open. if its a well made mod there will be somewhere in the file be two things. ____dff. and______txd.

make sure when you actually open the file that those two items are names of a car in the game.

for example: taxi.dff and taxi.txd.

If they are not names of cars or one of them isnt there, the mod wont work. But hopefuly they will both be there in which case, now you will make a GTA Mods folder or something like that. now inside the GTA Mods folder make individual folders that are the name of the car you are downloading. Now extract the .txd and .dff files into the individual folder. Now it is time to open SAMI.

click install a mod. (make sure the disk is in at this time)

go down to mod location. select folder. then click browse.

before you open sami your SA mods folder should be on the screen where all your icons are on (home screen or desktop)

after you click browse, click on the individual folder of the mod you are trying to download. the name will now appear on the icon location adress bar.

click continue twice, now choose the car you want to replace.

DO NOT REPLACE cars with planes, boats with bikes ETC. This will crash your game.

create a name for your vehicle so if you ever decide to un install a mod you can know which is which. (you can do that by typing it in in Custom vehicle name.) then click install. If it is a good mod and you do everything right, this should work.
