You cannot apply! You have to get a letter from the school that specifically invites you to join. Remember in the 7th book? How Petunia tried to apply?
I know, it's unfortunate that we all can't go to Hogwarts...
Try Beauxbatons or Durmstrang. I've heard great things about them!
