There isn't a plan yet. They have to work it out in congress. Once a plan is in place, we will know more about how to apply. If you are below the poverty level, you might try applying for medicare/medicaid. If you are slightly above the poverty line, you can try a free health clinic for standard care.
You won't be seeing any ';specialists'; on Obama's plan. You will have to go through the rigamaroll of what our Government deems is necessary or not necessary for your medical expenditures. BTW, there is no national health insurance as yet.
He has a nice plan, but you have to be a politician to join.





As for proposed plans, congress has to pass the laws first, if they can, before anyone can apply.
I don't think the plan has been implemented yet. he has only been president for a month and a half and I am sure it takes longer than that to start a new program.
If you want up to date information on this, phone a Government Department, and ask them where you can get information on this topic, posted to you.
It could be as long as Obama's first term in office, if ever, before there is a health care plan, so we do not have one yet.
